Cape May Courthouse, New Jersey, Cape May County Prosecutor Jeffrey H. Sutherland wants to clarify the current Covid-19 Executive Order 107 restrictions regardi. Ng campgrounds.Pursuant to Executive Order 107 paragraph 9, all Campgrounds are closed – with the following exceptions:1. People who have year-round residential leases and use the campground address as their permanent residence; or2. Campgrounds where the people own their campsite and have a deed for the site (typically a condo form of ownership)- however it can only be occupied by the owner and/or their immediate family.Any campsites that are allowed to be used are subject to Cape May County Resolutions 250-20 and 256-20 which ban short term, transient and seasonal rentals.

Therefore if any campsites qualify under exceptions 1 or 2 above, they cannot be used for short term, transient or seasonal rentals.Mobile Home parks where people have yearly leases are not campgrounds and therefore are not subject to any restrictions under EO 107; however they are subject to the short term, transient and seasonal rental ban under County Resolutions 250-20 and 256-20.County Prosecutor Sutherland understands that there can be confusion and stress caused by these temporary restrictions that result from the COVID-19 pandemic, which leads to calls to local law enforcement. This can result in law enforcement responding to unnecessary calls. Each time a law enforcement office has to go on a call it opens him or her up to being exposed to COVID-19.

Prosecutor Sutherland stated; “I understand that we are all living under stressful and confusing times and having a myriad of temporary restrictions can add to that confusion. I ask that everyone recognize that the overall purpose of the COVID-19 restrictions is to prevent the spread of the virus and hopefully allow us to be open for business and return to a more normal everyday lifestyle sooner. The Cape May County Department of Health and CompleteCare Health Network are partnering to open a drive-thru COVID-19 testing site. As a result, Avalon Boulevard (C.R. 601) will be closed to thru traffic during these hours.

The roadway and bridge will re-open after those hours and remain open thereafter.Motorists heading south on Route 9 and wishing to access Avalon via Avalon Boulevard will be required to continue heading south along Route 9 until they arrive at the Stone Harbor Boulevard intersection (C.R. They will then be directed east along Stone Harbor Boulevard/ 96th Street to Third Avenue (C.R.

619) in Stone Harbor. They will then be directed north along C.R. 619 to Avalon.Traffic exiting the Garden State Parkway at exit 13 and wishing to head east along Avalon Boulevard will be directed west to Route 9 to follow the same detour. Motorist heading north along Route 9 wishing to access Avalon via Avalon Boulevard will be directed to head east at the Stone Harbor Boulevard intersection. Once in Stone Harbor, motorists will be directed north along Third Avenue (C.R. 619) toward Avalon.Traffic on the barrier islands wishing to utilize Avalon Boulevard to access the Garden State Parkway or Route 9 will be directed south on C.R.

619 to 96th Street, where they will be directed west along Stone Harbor Boulevard to Route 9 and the Parkway. Note that due to the current load posting on the 96th Street Bridge, no trucks over 15tons gross weight will be permitted to cross that bridge as part of this temporary detour. Any vehicles/ deliveries in excess of 15 tons are urged to modify their schedules and use Ingram’s Thorofare bridge prior to when the temporary detour is in place.Local traffic will be permitted to access Avalon Boulevard up to the Ingram’s Thorofare Bridge from either side but will not be permitted to cross the bridge. Please plan accordingly and obey all traffic control devices and speed limits. This closure date is subject to the weather and may be modified as required. The concrete placement on April 16th will complete all of the new concrete deck pours on the east bound lane of the Ingram’s Thorofare bridge as part of the Stage 1 project construction.

Avalon asks that no bulk trash be placed curbside until June 1st as trash and debris can be blown or washed into storm drains which causes street flooding and other problems. Construction and remodeling materials are not collected at any time. Avalon will also have a fall bulk trash cleanup beginning on September 14th.All special events in Avalon during Mother's Day weekend have been postponed due to the pandemic.
